Safari on macOS 10.15.3 has an issue that you can not enable extensions.
You have to wait the fix until next update. But there is a work around.
Press shift key while booting your mac and enter safe mode.
Open Safari and Preferences > Extensions. Now you can eneble extensions.
Once you enabled it, Restart your mac.
Done !
